I have a 6s on iOS 9 and it says the same. You cannot do it via OTA. You have to get your hands on a computer with iTunes.
PS: I wouldn't recommend you to update.
This is the first time I heard Apple forces you to update to replace the battery. So far, they told you that if they broke it they'd give you an updated one, but AFAIK, they don't specifically request you to update before bringing it in.To change the battery at apple store you need ios 12
