I'm not sure what's going on here. Never seen this issue before.

I restored and updated this iPhone 6S+ and tried to set it up and when I get to the terms and conditions page it won't let me accept. (Won't let me disagree with them either)-- I can scroll up and down, hit back, even hit the button to e-mail me the terms and conditions.. but not accept them?

I restored it many times and it's the same issue every time.

I've also tried restoring from a back-up and it then goes to the Quick Setup page with the option to "Manually Set Up" and once again.. can't hit the "Manually set up" option. Just stuck at a menu.

What's going on here? The screen IS responsive where these buttons are.. this is so bizarre.
 
There was a way to accept them and Ihad them quite a few times, and never had issues with accepting/moving forward, but I don't remember what I've did then :(

Install iMazing and try to exit Setup Assistant, maybe it will help. Feature is free so won't lose anything. Just install it, connect your device and click 'Exit Setup Assistant' at the top of Action Panel. After this set up all settings you need in Settings app.
