Hey everyone. I have an iPhone 7 that is stuck in setup. It says it can't be activated because it needs an update. I plugged it into my M4 Mini and finder just said it couldn't activate. I made sure the sim tray is inserted correctly and even added an old sim card just to be sure. The phone doesn't display an IMEI, it just has a serial number. I also can't get it to go to DFU mode. It just keeps turning back on the second I touch the power button. Any solutions?

No IMEI suggests the cellular modem is dead. Common problem with many Qualcomm A1660 models.
