I just posted this to my Twitter:

Apple's Update XML doc for iOS 10 shows the new iPhones will have an 600MB update at launch.

Apple's naming system for the software updated ended with iPhone8,4 (iPhone SE). These are brand new naming AND 600mb updates. iPhone9,1 and iPhone9,3 are the iPhone 7 and iPhone9,2 and iPhone 9,4 are iPhone 7 Plus. All other iOS 10 updates are over 1GB.

MODS: can you change 7s to 7Plus in the title. It was a mistake.

This was expected, to the beta testers at least, as the GM we received is iOS 10.0.1. There was little chance apple had time to load the 10.0.1 update before shipping retail units.
