My iPhone 7 Plus has been getting push notifications minutes later than they should have if the screen is off. It doesn't matter if it's plugged in or not. It's happening with almost all of apps.

I'm on iOS 10.3.1 and the issue is present on mobile data as well as 3+ WiFi networks.

Mail, Uber notifications and WhatsApp messages routinely arrive 5+ minutes later. Alarms and Local notifications from Reminder app are fine. It might have been happening earlier, but I didn't notice much until this month.

I have tried restarting, resetting using Power+Down button, Reset network settings to no avail. Notifications settings and Background App Refresh for these apps is enabled. Is anyone else having this problem? I'm waiting for iOS 10.3.2 to drop so that I can restore it as new if nothing helps.
