I was given an iPhone 7 from one of my friends today because it had a error when upgraded to iOS 12. They attempted to upgrade the iPhone 7 to iOS 12 and it caused the "Unable to Activate" issue that surfaced. My friend has since replaced the phone and said I can have the phone since they can't get past this issue. I'm hoping to get it up and running to upgrade from my iPhone 6s. My friend unfortunately restarted and reset the phone, so I cannot get into the phone operating system.
The phone isn't iCloud locked, but it can't get past the initial setup process without showing the "Unable to Activate" message below. It will connect to my wifi, but fails at the next step.
Since I can't get the phone through to the OS, I can't do any of the steps suggested below:

I did try putting the phone into Recovery mode and connecting to my Mac. It was able to see the phone and tried restoring and updating the phone. It went through the restore process, but it then gives an error that it "could not be activated because the activation information could not be obtained from device".
I can't get the phone to restore to its original shipping OS now that it has been upgraded to iOS 12, and Apple stopped signing updates before that.
At this point I'm not sure what I can do try. Does anyone have any deeper ideas I can try to get the phone to through to the OS?
