I tried to take a few photos at work yesterday (needed to see model numbers on hardware mounted overhead, so I used my phone to get a shot of the product ID tags on the back) and got back all-white photos.

Even though I had turned off live-photos, I seem to have gotten them anyway: when I try to view the photos I took, I can see them for a split second and then my display goes all-white. I tried texting and e-mailing the photos to myself and still get white JPGs as a result.

Has anyone else encountered anything like this?

I have over 6GB free on my phone so it's not a space issue, and I have file type set to "more compatible" so it's not related to the new photo file-type. I do have iCloud photos turned on but don't see how that's part of the problem.

Something similar happened to me last night when I was recording a video. It glitched, stopped recording and saved a white square as a video. Thank goodness I wasn't recording anything important, otherwise I would've thrown this phone against a wall.

I checked again and found that "live photos" was turned on (I know I turned it off, but lots of things have been acting strangely for me today, so why not this, too?) and when I turned it off, I was able to take photos again. I strongly suspect Live Photos is at fault here.
