iPhone App Icons Are Low Res on iPad

Before getting my ipad, I thought the icons for all apps, were the large ones that are used in iTunes and were merely scaled down, so that they would always look crisp, regardless of the device and resolution.
It seems though that the icons for the iPhone apps, on the iPad are lower res than their iPad counterparts. :confused:
