Personally, I think that's a really bad idea as there doesn't appear to be any verification of the reports - Someone with a grudge could easily affect another person's insurance costs if they start taking notice of it

It's absolutely a terrible idea for exactly the reason you mentioned. What's next, an app to report your coworker to their health insurance company because they ate 3 donuts at the staff meeting.
 
Insurance companies are businesses, it's in their best interest to take credible reports seriously, given they'll have to pay if they don't.

Can you imagine the liability if they did?
 
Using it to report someone while driving is illegal in many states. And I wouldn't discount insurance companies or others interested in the data.
