Do you think it would be possible for someone to design an app to allow the iPhone to function as a trackpad for the iPad? That would be sweet if possible.

Come on Apple, make it happen!
 
There are apps like Duet and now Sidecar that let you use your iOS device as a second display and you can touch to control the cursor. That suggests you could just mirror the display to have the appearance of moving the cursor on your primary display. It seems like a short step from there to not displaying anything and only controlling the cursor.

Usually it involves coming in through the assistive technologies interfaces...
 
Tried this years ago on the Mac. The experience wasn’t the greatest though and I’m not interested in any scrolling / mouse / trackpad implementation that has a severe lag or other downsides in 2020.
