If i restore the backup from iTunes or iCloud, will the photos appear in the same order like i have now?

They should but, there is no guarantee. I’ve seen posts of photo libraries that are out of order after restoring..
Photo's are (as far as i know) not included in the iCloud Backup if you're using iCloud Photo Library.
If you are not using iCloud Photo Library, they are included in the backup (providing you have enough iCloud storage).
In a normal situation, when restoring from iCloud, they should appear in the same order. You might not see all photo's directly in the same order, but this might have to do with downloading everything back on to the phone through wifi, just give it enough time.

How do you confirm that? I somehow disabled that, and on the latest iOS couldn't find a way to enable it. iCloud backup completed successfully, but no photos.
