I am running Vista x64 and it doesn't charge when I plug it into the keyboard. It does however charge if I connect to the front panel of my Mac Pro.
 
You can't charge anything through keyboard - it's USB port is not powered. You can only charge through powered USB port on your computer or through powered (with separate power supply) USB hub.
 
Vista using Bootcamp? You might need to install iTunes before Vista will recognize the iPhone.

The USB port on the Aluminum Keyboard when connected to a Mac Pro does charge the iPhone.
