iPhone does not sync over Wi-Fi

We have two iPhones, one iPad Mini, and one iPod. I want all to sync to iTunes over Wi-Fi. Three of them do, but my iPhone does not show in the list of devices unless it is connected by USB to my MacBook. The two iPhones have the same settings. Any ideas? Thanks.
