If you install it on your device will you still be able to use your phone? or does it disable it? i remember when 3.0 came out it was leaked and i remember having it on my iPhone before public release so i'm wondering will i be able to do the same with this OS beta? Thanks

If you are a Registered(paid) Dev or you have your UDID on fiel with a Dev then you can utilize it. If not, you will brick your iPhone, there's no going back...
 
It won't brick your phone. Once you find a link to download the beta, shift+restore to it in iTunes. Make sure to unplug or turn off your wifi on your computer before restoring to the beta.
iTunes checks in with Apple's servers, and with no internet connection, it can't do this. You also need to disconnect the internet each and every time you sync with iTunes.
