I’m curious, as I’m sure others are as well....

If I want to pre-order an iPhone Max, but decide it’s the wrong form factor (within those 14days): how does exchange work?

Can I exchange it for a smaller XS? And what if those aren’t in stock at the time I want to exchange?

If they have the model you want in stock, they can do an exchange and just return the difference. If they don't have the model you want in stock, you'll just have to return it for refund and start over again.
