I have an IPhone 11 Pro with 64GB of storage. Currently I have 58.9GB used.
Occasionally I experience the phone been sluggish and unresponsive, although most of the time it works great.

Would the occasional sluggishness possibly be due to storage almost being full, or are there other more likely culprits?

Yes it will be sluggish. When memory runs low, an iPhone switches to Swap. However, with so few space in your storage, then the Swap is limited which in turn slows you down.

Furthermore, by having too few space left, there is no wear leveling or enough space for garbage collection procedures which can help sustain performance.
