iPhone storage filling up after sharing album on iCloud

I tried to share an album with lots of videos in it and now my storage just keeps filling up. Whenever I free up space, the iPhone just somehow fills it back up with something else. All the extra data appears in “iPhone Storage” as being part of Photos. I tried deleting the shared album, but all that extra data is still there. What do I do?

I tried moving all the videos to another device, but no storage space came back.
