iPhone storage not adding up...again

I noticed on my no longer owned 12 Pro Max that the storage said I was using 93GB of data, which is not right because I have 122gb of photos and 28gb of messages. I got the 13 Pro Max a couple weeks ago, restored from backup in finder and the storage appeared to be ok. I was using roughly 200GB of 512GB. Each day, it seems that my storage use continues to decrease. Right now it shows 113.3gb used, but again, it says I have 122.73 of photos and 28GB of messages. Something is not adding up. Is this a bug, has anyone else seen this?
