iPhone iPhone Storage Reporting Incorrect

I'm currently having an odd issue where my iPhone 6s running iOS 13 is displaying the wrong value under "iPhone Storage" in settings. Right now, it shows 38.5gb used of 128gb and the entire bar is purple. Under About, it shows that there is 89.44gb available. However, all of this is incorrect. Under iPhone Storage, it clearly shows that Music is using about 40gb and Photos is using about 30gb, both of which already add to much more than the reported 38.5 gb used, not counting all my other apps. Also, if I go to the Files app, it clearly shows 13.78gb available On My iPhone. Finally, SOMETIMES when I open "iPhone Storage" it will correctly show that about 110gb is used of 128gb.

What the heck is going on? Anyone else experience this?

Out of curiosity, do you have optimize storage on for photos and/or music?

I have it off, but when I set it to 128GB it does seem to show the correct storage amount.
