iPhone sync new library

I have an iPhone 4 (iOS 5) that I sync with my computer.

My harddrive crashed and my iTunes library is lost.

Now, I got an iPhone 4S. I want to transfer the settings from my old phone to the new one. How can I do that?

I should add that I don't need the songs. I just want to restore the settings. So something like a backup-restore would be nice.

But the problem is that I can't backup from the old iPhone to a new library.
