Other iPhone Touch Problem

Hi, I have a problem with my iPhone 5s which is up to date on iOS 11.3, sometime my phone screen is jumping and stuck when I close the apps, like this:

and sometime i swipe up any app screen, it instantly goes down, giving me faulty swipes, but when I lock and unlock the phone, it works fine. I don't understand what the problem is, my phone panel or touch ic?

Sounds like your touch panel is defective and in need of repair.

Are you sure, is my touch panel defective or touch ic (internal chip set)?

Could be either. Only way to tell is get Apple to diagnose it. Or your third party repair service.
