(iPhone) Troubleshooting Photo Library

I'm having a bit of a problem with restoring my photos. I upgraded from a 6Plus to a 6s Plus on launch day and I'm assuming this is where my problems began. I do not use iCloud Photo Library on my iPhone.

In my Photos app, I have several months worth of photos that appear is blank white squares. The albums are there. The blank white squares are there. But they they do not load into the actual photo. If I try to edit one of these, I get an error saying the photo could not be loaded.

I've tried plugging my phone into the MacBook, and the MacBook sees the more recent photos, but not the blank white square ones. According to the MacBook, they don't exist.

I've tried turning iCloud Photo Library on, but I get an error saying, "Photos will be uploaded once your current backup is done restoring."

The thing is, I don't have a restore is process. I restored my phone from backup on launch day and haven't touched it since. This is why I assume the issue happened when I upgraded phones last month. I haven't recently thumbed through my old photos, so I can't say when they became white boxes, but I am assuming the restore process went wonky and is "incomplete", even though it's not still restoring.

Any thoughts or ideas on how to get to these photos or fix this "still restoring" message?

Can you - on the older phone - turn on iCloud Photo Library and see if it will upload the photos? Because then you can turn on ICPL on the new iPhone and get the photos back.
Because when you do a backup - and subsequently a restore - from iTunes (either because you have to restore an iPhone or to set up a new one), the photos and music files are not backed up. Only your data (calendar, contacts, etc.) and what apps and settings you use are actually backed up. That is why when you set up a new iPhone from a backup, you still have to wait for all your apps to be downloaded and installed on the new iPhone.

Actually, the photos are usually backed up. I've done iCloud restores a dozen times and my photos were always brought back. But this, about half my photos restored properly, it's the other half that did not. They're stuck in some kind of restore limbo.

But to answer your question, no, I don't have access to the old device anymore.
