iPhone Unlocking after Contract Expires

Hoping someone may know this without me having to go to AT&T but does anyone know if after the two year contract has expired, AT&T will unlock the phone? Specifically I'm interested to know if I can use a local carrier's sim-card when traveling internationally with the iPhone (rather than paying ridiculous roaming charges).

Seems a bit strange since the locking is supposed to account for the handset subsidy but figures AT&T wouldn't unlock it.
