My dad has one more month in At&t Installment can he join the iPhone upgrade program with him still having the remaining balance on At&t next ?

I did it last year and I had a huge remaining balance on At&t next and I still join the iPhone upgrade program and gave the at&t next phone to my mom.

Why not just pay off the final payment now and be free and clear of AT&T and free to do what you want without having AT&T meddling in the middle?

No offense, but don’t listen to that other guy Lol.

No matter WHAT balance on a phone you owe to AT&T you CAN join the iPhone Upgrade Program regardless and make payments to both companies.

You can even give that iPhone to someone else even if it’s not paid off. Doesn’t matter.

You can, but it's advisable that he takes care of the balance first.
