I'm having major issues.

Recently, my iPhone stopped updating apps directly from the app store, even by going to updates on the app store.

I know this because I still see updates for my apps on my mac.

Should I do a full restore and see if that fixes the issue?

Doing a restore wouldn't hurt. As long as you have a backup of your current settings and data. Are you sure that they aren't just still loading. Mine usually take pretty long to load even on WiFi (about 45 seconds for 5 updates). Let the phone sit on the update page if you haven't already done this. Or just open the App Store and tap to open the updates page, then you can browse apps. Then you can browse the App Store and it will be loading your updates. If you leave the updates page open, then check to see if the chasing lines in a circle are in the top information bar next to the network information.

1) Update your iphone apps through the mobile iTunes store.
2) Sync your iphone via itunes.
3) Close out itunes
4) Plug in iphone, let it fully sync

Should work...
