I just noticed this tonight, it was working fine earlier today. When you pull down from either one of the "ears" on my iPhone X, notification center AND control center do not seem to show up. It seems that the entire screen is working otherwise, but just not these two main functions/areas of the screen. I've rebooted/hard reset the phone many times, but the top parts of the screen besides the notch do not seem to work. ie, if i'm on the home screen and pull down from the left/right, instead of notification/control center, it pulls me into spotlight search.

I'm not sure if this could be hardware related or not? is the top part of the screen separate from the otherportion of the screen? I'm abroad now so can't do much about this nuisance now.

I've tried a fresh restore, then a restore from backup but still no luck- the top of the screen is non-functional. At the moment I'm using assistive touch for these two features, but for example I cannot tap the top of the screen to scroll up on a page/app which has shown to be the most annoying.

I'll be going to the store when I'm back home.
