Ever since iOS13 this happens. I have to restart to get it work again. I restart 5 times a day minimum.

This used to happen in an early version of iOS12 but less often and was eventually fixed. Anyone else have this issue? Is there a fix? Hopefully 13.1 fixes it.

have you tried removing your face and then setting up the faceid again? If not do that first. You may also want to restore the phone. If those don’t work then I would suspect a hardware issue.

Did that. Didn’t work. But its fixed now somehow. After 13.1 it only happened two or three times. Hopefully it won’t happen again.
 
Try cleaning your SIM card/tray. I had an issue where the phone kept thinking the SIM had been removed due to dust/dirt, and was locking itself out of FaceID. It wouldn't outright say this on the screen, but it eventually become so bad that the "No SIM" popped up. Cleaning the SIM card/tray fixed it.
