I just set up my new iPhone X and restored from my old iPhone 7 backup. However when iTunes attempted to sync photos I get the following after a few minutes:

"iTunes cannot sync photos to the iPhone “iPhone” because your Photos Library is not yet available. Please try again later."

Edit: Note: I do not use iCloud photo storage. Everything is local on my Mac.

I have Photos open too. Any thoughts on how to solve this??

I had a problem syncing photos as well. I'm on Windows if that matters. I installed the iTunes update, and also disabled photo syncing to the phone, remove all photos, then enable syncing with the same settings and let it do the full resync of photos. After that seems fine.
 
I should clarify that I am not using iCloud storage on my photos. Everything is on my Mac.

Hey, problem solved! I restarted the Mac and shut down the phone and restarted. The sync then worked like a charm.
