Ever since I installed the iOS 13 beta my phone will randomly "ghost scroll" all the way to the top.
It does this on all apps (FB, IG, twitter etc....) and is extremely frustrating.
I also tried to do a restore from my last backup before I installed iOS 13 and I keep getting an error.
Anyone else seen this?

I haven't experienced this myself. Have you shared the feedback with Apple via the Feedback assistant app? You might need to downgrade to a fresh installation of iOS 12 and then restore from backup perhaps - what's the error you're encountering?

I ust submitted the issue via feedback.
The phone will just randomly scroll itself to the top of whatever app I have open....for example I can just be scrolling through my twitter feed and the app scrolls itself to the very top of my feed, it does this over all apps.
Very weird and frustrating.
 
Hmm, I have been having this as well. Mostly in the News app. I did discover that the scroll bar down the right side of the page seems to have a much wider touch sensitive area along that side of the screen. So I have learned to scroll with my finger more down the center of the screen. Seems to have stopped the issue for me...
Are you having issues when your fingers are not even near the screen?
 
Just turn off the full keyboard access from the accessibility settings. It’s quite buggy now.

Yep, I've had this since beta 1 - hopefully DP3 fixes it.
