Other Iphone Xs Max - HDR photo mode not saving 2 photos

I've taken a number of photos using HDR mode on the Max. Phone is set to save 2 copies of the photo....but for some reason in most cases I end up with only 1 copy of the photo (non-HDR).

Anyone else experience this?
