just downloaded El Capitan. now i have an issue with Iphoto not working. I was not aware that it has now become obsolete?? looking for any advise, it appears that the files are still there just no access to app. App store says that the app is not available in my region (US). all other advise to trash it and redownload it has failed.....

There's iPhoto and Aperture updates that will allow you to continue using iPhoto/Aperture in 10.11 if you want to. I don't like Photos and still use Aperture and it works perfectly. I only briefly tried iPhoto but it seemed fine. Once the update is applied it has to rebuild the database and then business as usual.

Delete iPhoto, and re-download it from the App Store. That will fix it.

Why Apple made it like this I have no idea, but it works.

But I would recommend you start using Photos instead, as iPhoto will likely sometime in the near future stop working.
