Here is the situation, I have 2 iPhoto libraries, they have some of the same photos and albums, and some different photos and albums. I would like to merge them into one library that has all of the photos and albums but no duplicates.

Can anyone help me with doing this?

If you import photos from Library A into Library B, iPhoto will prompt you on whether to eliminate duplicates. I don't know about how to recreate the different albums you have in Library A, though.
 
Yeah, you will have to do the above the process above, or simply drag all the photos from iPhoto A (or B which is has less) into a folder on your desktop and then import them into iPhoto B. Finally, of course, delete un-merged iPhoto. There's really no other way to do it.
