It makes sense, iMovie is an app to produce movies, GarageBand is an app to create music, iPhoto should be an app to photoshop pictures.

It shouldn't be a photo library app, but it should be something similar to photoshop or pixelmator. Having something like this would be great for iPad Pro, especially having great integration with the Photos app
 
They had Aperture, which was fantastic, and arguably popular with many professionals. They mysteriously axed it, which probably means some kind of private patent dispute settlement. As for iPhoto, it appears they've been dropping the 'i' moniker of late. And photos in iOS 10 is rumored to be getting iPhoto's features, so we'll know soon enough ;)

Well photo editing is not what I mean, you can't create your own image like you can with pixelmator or photoshop, I wanna be able to fuse pics together or create a design, etc.

Just buy Lightroom. It's so much better than the apple offerings.
Apple have less interest in software for creative types than ever IMO. That's why Aperture went eol.

Just download some other photo apps. Plenty allow that sort of thing.

Ah yes I understand now.. Like a canvas. And that would be awesome. Could perhaps use it for creating temporary icons or banners on the go. That said, Apple barely seems to get its core software right these days! And it's been a while since they made an app like this- unless you count Music Memos.
 
You can do that in Pixelmator for iOS. It's advertised as a photo editor, but you can start with a blank canvas with a custom size and do whatever. You can import from the Photos app too.

I don't see Apple doing their own version either.
 
iPhoto was a mess, performance was terrible, at least for me and my wife both. Photos is so much better, and rumored to get more features at WWDC. If you need more power, there are extensions for Photos, or other products.
