Has anyone noticed if they fixed the noticeable "lag" in the time you start spinning the scroll wheel and it actually registering? Has this been fixed in newer hardware revisions and/or firmware revisions?

No. I think it's actually a hardware limitation. I'm not sure they will ever be able to improve that, nor do they really care to at this point. They want people buying Touches.
 
^^ I don't agree with the person above.

The hard drive on your iPod is going out. If you've dropped your iPod before (even once is more than enough) then you have likely caused damaged to the hard drive.
 
What firmware are you on?

My ipod would lag like crazy on 2.0.4 firmware but after I downgraded to 2.0.2 there is almost no lag.
