i just purchased an ipod classic from ebay, can i buy an applecare for it? or does applecare only cover the ipod purchased from apple or authorized retailer?

New or used?

AppleCare starts from the date of original purchase. And yes, you should be able to buy AppleCare for it. You can input the iPod's serial number at Apple's support site to find out when they think the initial sale date was.

it's brand new. i'm not sure about the date of purchase, but since ipod classic was just released in sept., it's still officially within one year of purchase. does that mean i still have the option to decide whether to buy the applcare or not by next sept.?

Yep, you should be fine. You still might want to check the serial number against Apple's database just to make sure it's showing up correctly.
