hey im an ipad user and loves listening to music i find it difficult because i only have 16gb on my ipad. would you still recommend ipod shuffle or spend more bucks for the 7th gen nano? is there an upcoming refresh for the ipod lineup? im planning to pick one next week so help me which should i pick.

Well, considering that you want an iPod because your iPad only has 16 GB, and the iPod shuffle only has 2 GB, I would recommend the iPod nano with 16 GB.

There are no rumors of an upcoming iPod refresh.

I've noticed that compressing my songs to 128kbps in iTunes means I can fit quite a few on my iPod shuffle. The quality may decrease slightly, but I did a comparison with two songs and I couldn't tell the difference with the headphones I use, and especially since my shuffle is just meant to be there as a knock-about music player, it sounds fine.

Though if you want to listen to 1000s of songs on it, the nano will be a better proposition, though at more than three times the price. You could try and get one second-hand: an update is unlikely, so it won't be getting superseded any time soon.
