I want to order an engraved iPod shuffle for my cousin in Italy to give as gift when I go visit him this summer. Would language be an issue, or would he be able to download Italian software himself later?

There's nothing like a language of the shuffle. You just download the VoiceOver pack and It recognize the language of the song/composer and then read it in that language.
