Can you pick what songs you want to store in your iPod Shuffle and can you pick what songs you wanna hear in iPod Shuffle?

yes you can set the itunes to ipod to manual and all you can do on the shuffle is either Shuffle or start to finishe
ie 1,2,3,4,5,6, ect....

I never had to do this. Since the iPod shuffle is not something that would likely hold a full library, I think Apple anticipated this by fully disabling any kind of auto-sync feature. It does have "Autofill" but that procedure doesn't automatically occur when you plug in a shuffle. Upon putting my iPod shuffle into a USB port, it just sits in queue waiting for music to be dragged to it or for "Autofill" to be pressed.
 
As far as selecting music, it's not easy, but it can be done. I sort the music by artist. Using the Shuffle mode, skip forward until you get close, then switch over to the straight mode and go forward or back until you get the song you want.

Personally, my Shuffle (512) holds a small enough amount of music that there is no room for songs I don't want to listen to...
