I bought a refurb 5g ipod video straight from apple in November. Now the headphone jack with different headphones sounds like mild static and the sound drops out sometimes. Can I have it replaced?

Your refurb will have the same-as-new warranty. I think it is one year 'cause I got an email recently from apple reminding me that my warranty was ending incase I wanted to get applecare. I know I had that ipod 1 yr. Just call them and they will probably send you a shipping box (unless you want to take it to the apple store).
 
Yeah call Apple. Your iPod is under warranty if you bought it from them in November of last year.

After you get it fixed, don't leave the headphones in the jack and wrap the cord tightly around the unit any more.
