I use my 2020 iPad Pro a lot as a hotspot for my MacBook Pro and most of the time I use USB to connect them. My question is why doesn't the iPad support more than 100mbps connection over USB? I mean both devices are USB 3.1 Gen 2 so there's plenty of bandwidth and I find this limitation even when using a thunderbolt 3 (gen 2) cable.

may be a mute point
some cell providers limit the tether or hot spot speed to 2G or less

im not talking about the cellular limits but the software limits. in my case my dedicated hotspot is able to get over 150mbps a lot of the time but my iPad is only able to get 25-70 due to the 2.4ghz wifi and 100mbps limitation when personal hotspot is on.
