In this interview (see link) that was very recent they mention 10.11.4 coming out next month a couple of times. (so in March) https://www.macrumors.com/2016/02/12/eddy-cue-craig-federighi-bloated-software/

That means 9.3 release is also March. Because the two (OS X and iOS) just about always release same day together. Even more so when features are tied to both. In the case of 10.11.4 and 9.3 they both have a new version of iBooks that allows iCloud for non-Apple purchased books and PDF's.

The event in March is the 15th. iPhone 5se and iPad Air 3 are said to be available as soon as the 18th. 9.3 will have support for those two new products (because they aren't in 9.2.1) That puts the release right around the event. Either 1 week before, or the day before or the day of the event.

Beta 4 is a pretty much for sure thing this week. Either Monday (likely, based off beta 1, 2, 3 releases) or Tuesday.

I guess we will be seeing some kind of "release candidate" build today, so with a "non-beta-buildnumber" like 13E209 or something. They have to have some "release-like" version ready to flash on the iPhone 5se and iPad Air 3's that will go for sale on March 18th probably; they cannot flash a beta on the devices.
And since we already have Feb 22nd, production of these devices has to be running at full speed as we speak.

So my guess: Something like 9.3 build 13E209 as "beta 4" today which becomes the final version about two to three weeks later (as they did with iOS 9.2, here too the "beta 4" became the final version without a changing the build-no).

It'll come when it comes. Good bet at least developer version today. If its close to fully baked, perhaps both Dev and Public today, but I doubt it.
