It would be my first iPad. I would also get the apple pen and logitech keyboard with touchpad. I like to draw but I am an amateur so it is just a hobby. Is the 9th gen sufficient? I would use it to take notes, watch netflix, draw... I was deciding between this, the new air and the pro. But given the fact that 256gb air is almost the same price as 128gb pro, buying the air seems silly. Therefore I would prefer to get 256gb 9th gen. I am worried 64gb would be too limiting.

If price is not an issue you can’t go wron with the M1 chip
iPad Pro 12.9” if size matters
If 11” is fine and screen quality and speed are important then iPad Pro 11”
If drawing only important new iPad Air because like the pros it uses the generation 2 pencil
Price an issue then ninth Gen iPad and Gen 1 pencil

well I don't really need an iPad, I just want it. As a secondary device, to draw for fun, to try the apple pen, to watch netflix on it..it seems to me that the 9th gen is a great device for the money.

My son uses Procreate on his 8th gen base model iPad daily and he absolutely loves it. So I think you'd be ok saving a little bit of money and getting the 9th gen $329 model. The Air 5 is going to last you longer into the future though and has better everything, so if you have the money, go Air. If not, the 9th gen is definitely no slouch and will not disappoint you.

As an entry point device you cannot go wrong with the base iPad. If your needs change you can always trade in or sell plus Apple gives you two weeks return period in case you change your mind.

I've been using iPads since 2011 so I know what I want and what to expect. If you're not sure how well the iPad will fit your usage and 64GB isn't enough, then the 256GB 9th gen ($479) or certified refurb 128GB 8th gen ($349) are good starting points. Caveat is it uses Apple Pencil 1 which isn't as convenient as the Apple Pencil 2.

Other options to consider are the certified refurb 2018 iPad Pro 11 256GB ($599) and 2020 iPad Pro 11 128GB ($609). Decent storage and AP2 support at a more affordable price point.

It does sound like an iPad 9 would be absolutely fine for your needs. Their value on the resale market also holds up pretty well so you can always sell and go Air or Pro if you later decide on a higher spec.
