No. ANC can't cancel snoring. But the silicone tips will passively cancel some of it.
Nope. AirPods Pro noise cancelling simply isn't that good when compared to over the head cans.I've had the Bose QC35 II for a couple of years. When I'm staying in a hotel with someone who snores, I can't hear the snoring if I play ocean wave other other white noise at minimum volume.
Just got the Airpods Pro last week because of the Apple Mac Mini M1 deal... when I play the same ocean wave and white noise at minimum volume, the snoring sound comes in loud and clear.... (although.... the hotel's noisy AC humming noise did get cancelled out pretty well) Is there some other setting that I need to adjust?

Background noise from iOS 15 and AirPods Pros are amazing to block snoring
