Right now purely stock apps, devs can't submit iOS 9 SDK apps until the GM is released.

Slide over works if you are in a non-stock app. However, that app will freeze while you are using the slide over.

No. These features will need to be implemented by the developers which can't happen until the GM is released.

Also it wouldn't count on hangouts being updated to take advantage of slide over or split view. That's just sorta how Google rolls
