I know they're all about diversity, inclusion and what not but at the company's top do they live up to it?

I checked Apple's leadership and I don't see any so-called ethnic minority among its top executives, apart from a man and a woman whose surnames appear to be of Middle Eastern origin (Srouji) and Polynesian (Mahe) respectively. Other than that, it's only Americans of European background and an English guy.

Just because there are little to no minorities at the top does not make it racist.

You hire the best in the business... would you hire a "ethnic minority" top executive only to show off you are "a good person"?

May be they did not have candidates that met their nees...

I don’t know, do Apple recruit using ‘positive discrimination’ - now that’s racist. IMO the best person for the job should be who gets the job, no matter their race creed religion etc.
