iPad Is iOS 13 the same file for all devices?

I was able to upgrade my iPhone 7+ by 2:00 pm EDT today, but 12+ hours later I still can’t upgrade my iPad. Is there any difference between the two downloads, or was I just lucky with the iPhone? Is there any other way to upgrade besides using Software Update in Settings. I know the demand is huge, but it’s strange that one updated immediately, while the other is taking forever.

Has anyone else had a similar experience?

I just read that the update for iPads is in iPadOS. If this is true, when will it be available? I get the impression that I’m not the first person to have this issue…
