I have an iPhone X runing iOS 12.1 and the battery is garbage right now. I want to know if ipsw.me is safe to use to download ipsw and downgrade back to 12.0.1.

Is ipsw.me safe to use to downgrade iOS?

ipsw.me is just a directory of links to the software files located on Apple servers. There's no risk, but there's also no official way to downgrade iOS, even though downgrading does work as long as the version of iOS you're downgrading to is still being signed.
The links are safe as they are linked to Apple's servers. If you really need the downgrade you need to do it ASAP as Apple may stop signing 12.0.1 shortly.
The ability to downgrade is not, to my knowledge, documented anywhere in Apple's support library, even though it does work.
