My main dilemma lies between 11" iPad Pro + 16" MBP vs. 12.9" iPad Pro. I'm leaning towards the former option right now but if they beefed iPadOS way up and didn't announce sweet new MBPs I might stick with the new 12.9".

I really don't know what people are expecting to get out of a $2000 iPad. Even if the Apps are upgraded, there will always be crucial features limited to the desktop. A beefed up version of iPad OS will still never be Mac OS.

I'd say if you are buying the iPad because you think there will be some major announcement at WWDC that will make the iPad more like a Mac -- you should probably cancel your order and wait.
There have been absolutely NO rumors that suggest a major iPadOS 15 release this year, so expect an evolutionary release, NOT a revolutionary release. Over time, the apps will, as they always do, be updated to take advantage of the new RAM, but I see zero reason to think that iPadOS is going to be drastically different on the iPad Pro vs the iPad 8, it's just not how Apple operates.
Bottom line, if iPadOS can't run on the iPad 8, it won't be released. And you should never buy a product for what it MIGHT do in the future.
