My iCloud backup has been filled for a while and I don’t wanna upgrade knowing that a lot of videos and photos are junk but there are 1000s and I’m not sure how best to sort through that. On a desktop PC it’s a slow mess so maybe just downloading everything onto the iPad Pro might make it easier to sort through given it’s bigger screen and fast processor (but mine doesn’t arrive anytime soon yet).
 
Sorting through photos is a big job, so give yourself lots of time. It's not clear why you feel that you need to download them to sort through them though. Wouldn't you simply use the Photos app on your iPP with your original photos still in iCloud? Sorry the wait is long for your new device ... hang in there.

I’m not sure. It’s been a while since I tried to go through it on my PC which took a while to load some of the videos sometimes and it’s frequently running out of HDD space so that’s probably a slow-down factor too. It’s weird how my mobile devices outpace my desktop by a mile now.

Outpace is right. You've probably been reading how some of us are using iPad Pros as our primary device. Of course, the new keyboards with trackpads help a lot. When you get your iPP, you can just make sure iCloud Photos is enabled and then work with your photos from there, but plenty of help here if you get stuck.
