As the question asks basically. I'm using an iPad Pro 2018 which is running really well and have strayed from updating as I rely on my iPad for all of my work and have heard about the innumerable bugs in iOS 13. I haven't been able to try iOS 13 on my iPhone X either as I want to keep full 3D Touch functionality but the new features of iPad OS are really attractive and could be really beneficial to my workflow. I just don't want to upgrade and sacrifice performance, battery and stability for these features so I wanted to know if these things have been ironed out?

🙂 Seriously though, as far as my iPad workflow goes on 13.2.3, things are going well. The multitasking problems seem to have been fixed. The BIG thorn in the side though is the Mail app. It is extremely unreliable and suffers from a multitude of problems. Some people are not experiencing problems, but you’ll see on this forum that many are. So if you rely on the Apple Mail app and can’t use an alternative, I suggest sticking with iOS 12. Otherwise, this release has been stable for me so far, and 13.3 should be around the corner soon.
 
I'm also unwilling to give up 3D touch on my iPhone 6S, so it will stay on 12. But I upgraded my 2017 iPad Pro to iPad OS 13 and it's real nice. You won't regret it.

3D Touch still works in iOS 13 with supported phones, like 6s. I have X and it works fine.

You have waited until now, wait a little more, for 13.3.1 =)
13.2.3 is not bad, but still has problems, particularly the Mail App and iCloud Drive.

I'm using iPadOS 13 on three iPad ( an Air 2, a 2018 and an iPad Pro 10.5"). I'm not affected by any of the "terrible bugs" you are constantly reading on MR pages...
Is it perfect ? No, it's not, for sure.
But it is great.

Can we stop this discussion already? 3D Touch was removed from almost everywhere in iOS 13.

(iOS 13.2.3): In fact 3D Touch still works in iOS 13 on supported models. Haptic Touch, which is soft touch with a delay, also works.

Settings for 3D Touch (on/off and hard press sensitivity) still appear in Accessibility, but only on 3D Touch models. Setting for Haptic Touch press duration also appears.

To see both in action, hard press and menu pops up instantly. Soft touch, and same menu pops up, but with a delay.

Difference is more obvious if touch duration (this is related only to Haptic Touch) is set to slow instead of default fast.

In practical use, above does not matter to me. If Haptic Touch duration is set to fast, only about 1/2 second time difference before menu pop up vs. 3D Touch hard press (more than 1 second if duration set to slow).

Might not bother you but many have a different opinion. It’s definitely not as good as 3D touch was on iOS 12. Until Apple allows me to turn haptic touch off and allow 3D touch to work the way it used to, I won’t update my X. Using haptic touch on my iPad is acceptable at best but, it‘s very clunky and gives me problems whenever I use it. I’m fine with my next iPhone only having Haptic Touch but, I’m not ok giving up a feature that I use constantly for something that’s inferior

Catalina is the first major platform that’s made my Mac feel this unstable since Mac OS X, but iOS 13 has been pretty smooth and delightful for me since day one.
 
I left my phone in the office last night so I turned on my backup phone, an iPhone 6 running 12.4.2. And, it was nice. Sure, it's slower but it was nice to open up mail and see all of my emails there - headers and bodies pre-loaded. If I had to do it all over again for the iPhone, I think that I'd have left it on 12.4.

On the iPad, the benefits of iPadOS outweigh the problems of the latest very of 13 for me.
 
Yea, seems I was not a power user of 3D Touch with my 6s & X, but did use very often to bring up menus and previews, which I thought was a great feature. Now still does that “peek” stuff (but the peek doesn’t disappear anymore just by lifting finger.. I had noticed that).

Out of curiosity, looked at an old 3D Touch video, and saw 2 examples of things that no longer work the same way on my X now. One was press on email for preview and menu, followed by a bit harder press to open it. Other was hard press on keyboard followed by harder press to select parts of text. Its the harder press pop bit that is missing now.

I’m sure you know of many other examples. The text select example in particular looks like would have been very handy if I had known about it.

Peek and pop are just one of the 3D Touch features, but there's certainly more to 3D Touch than peek and pop. While some 3D Touch features aren't really there or have been modified in some fashion, other ones are still there and still work pretty much just as they did before. So, 3D Touch is still there, but not to the extent that it used to be essentially.

That said, all of that is fairly moot in this particular discussion that is iPad related.
